Charlie1717, what wheels and tires are you running?

I have 14" with 165/65/14 rubber, due to rubbing of rear tires on the perch, from Miata daises off set.
Hoping to solve this issue via coilovers.

175/70 13 on the test runs

I've got similar results with a set of 14" rims (tire size escapes me), although the 14's do a little worse in town.

The owner's manual from the old Porsches I used to have had a graph for shift points (max HP) and peak mileage. There was a certain RPM in top gear that corresponded with a speed to maintain. It was a doable freeway speed. There is such a RPM/speed for a Festiva but I've never seen it documented. It is probably a speed where you could become a snack for a Silverado.

Why would you?
If I wanted to waste time and money I'd go to a casino!
The closest we have ever come to documented MPG improvement was from Yblock, and he never finished the experiment.
However, you may want to PM ddrdan, as he supports this.

Condensed version, bias your O2 sensor to the lean side and see both MPG and HP improvements.
Then if you've over biased it, you can look forward to burned valves, a warped head, and generally much shorter engine life.

what you want is a fuel with a higher BTU count than pump gas, you will see higher MPG from that.

HHO systems rob Peter to pay Paul, the current needed to generate the gas and at volumes that are useable on a 85-90% VE cumbustion engine (no one has made a system big enough to support a 1L engine yet), puts such a high load on the alternator that whatever is gained by the system is more than used in driving the alternator.

if you want to add something to the engine, just use water! get a gallon container and a hose with a small jet port installed in line and a shutoff valve installed in the cabin. i've constantly seen better MPG when running in the rain/fog vs. sunny days.
