just bought a 91 festiva the guy replaced one axle with an aspire axle replaced tired and rim with a 13 now rubbing everytime i hit a bump is this a strut problem or what should i do

First off, read the numbers on the side of the tire. If you get the numbers and show them here, we can tell you if there is something wrong with the tire size.

Being only a 13" tire though, I would guess you strut / springs are likely weak. If you want to be really cheap, you can get spacers to put in that will stiffen your springs but they are NOT the right way to fix the problem. http://www.amazon.ca/Superior-18-120.../dp/B00029K20C
Changing a strut isn't that hard, it mainly depends on how hard it is to get all the bolts off. Use the search function in the future and you can usually find whatever you are looking for. Here is one I came across that explains the basics of how to do the struts.

Reading through this thread, it shouldn't rub just like Htchbck said. I run a set of 13" wheels off of a sprint and I very occasionally get slight rubbing with passengers. If I put my hand in behind I can feel it is very close to the spring perch. That's what your tire is probably hitting. The reason mine is doing that is due to worn out struts, but it's not enough to bug me as it happens so rarely.
The only other option other than replacing your springs/struts is to try a set of wheel spacers to move your tire away from the perch, but they are often considered DANGEROUS. I have personally run them myself with no problems, but others have had issues.- Form should follow function...
