I've been able to get 155-80/13s to rub on every Festiva I've driven.. but I usually have to get a little air for it to happen.

I believe it isn't the size of the tires.
Since he has 13" non-OEM wheels, it could be the off set that is causing the tires to rub.

but the new ones came with diff nuts that screw down a little more to be able to reach the flat. welp, guess ill be removing the nuts on this one!
EDIT: the new nut replacement works best, you can use one wrench to turn the nut, one to hold the flat. only question i have now is, how far do i tighten down the nut? i had the jack under it pushing the axle up, took it out and tightened it as much as possible w no jack under it.
