It is in the southern Milwaukee suburbs. I am south of Greenfield, and north of Franklin.

What exactly do the adjusters look like? Could that be a big part of my problem? I know it needs new shoes, drums, and a spring kit. Maybe a wheel cylinder, but I am so very new to this. I am just shooting in the dark...

Most likely your adjusters are just corroded. The backing plates get really rusty but usually its not that big of a deal. Get all your parts, drum, seal, bearings, shoes & spring kit from any parts store. Bring your car out here and Il walk you thru it. If you want bring your new axles with 3 qts of ATF and we'll knock those out as well. PM me with your phone and we can iron out the details. Oh and my wife likes Guinness Stout,so bring a six pack for labor cost's. (That keep the both of us happy)

Here is the link: http://www.mypartsgarage.com/brakes.html?auto_type=5610 in case anyone could recommend a brand or what to look for. Also, what are good brands for drums, shoes, wheel cylinders...etc. Any feedback will be appreciated. Also, do the metal brake lines rust through often on the festivas, or do they just have surface rust. Wondering about replacing brake lines. I see no leaks, but lots of rust. Should I just hit with wire brush???
If you searce thier site, they don't carry adjusters for Festivas.
If it don't fit, use a bigger hammer!

Here is what mine looked like all rusty and froze up. Had to spray em and knock em around with a rubber hammer until they finally loosened up.
