I've used Rust Check from Canadian Tire applied with a paint brush. It's okay but pricey. I've used a couple of other things with phosphoric acid in them in different concentrations based on the number of coats it takes to convert the rust. Not impressed with any of them but they help. Getting as much rust off with abrasives works best with the rust converter for the places which can't be reached with abrasive. I've collected a random assortment of wire brushes, files, rasps, and grinding wheels of various shapes and sizes from garage sales over the years. Stone grinding wheels on an electric drill are fastest in my experience. Then a couple of coats of rust paint worked in well with a stiff brush, followed by a couple of coats of polyurethane paint for a durable, scratch-resistant surface. I give the rust paint 3 days to cure before applying polyurethane. Polyurethane takes a while to cure completely but since the surface is not being used for anything it's okay to drive the car while it cures. I also top coat bicycle frames with polyurehtane. It stays soft for a long time but by the second cycling season when it's fully cured it makes a tough surface.

If it were mine I would definitely cut out ALL the rust, take q grinding disk and go out until the metal is perfectly shiny and clean.. no black pitting in it, that's rust on the backside of the panel that will come through
. Matter of time. If that upper piece is gone far enough it'd be faster just to salve a good one off another car and weld it on where the factory spot welds are, definitely use weld through primer and undercoat backside of new panel where you can. Rust never sleeps, I don't trust converters personally.. band aid, metal is weaker anyway if rust is eating it and you can't get everything.
Just my thoughts, I do rust repair occassionally at work, mostly qhole rockers and cb corners. Id rather go all out doing it once, then risk shortcutting somewhere and it coming back-93' L BP swap/e-series, coilovers, RIO front swap, redrilled festy drums, Miata 14" 7 spokes.

Just finished putting camber bolts on Red Car. Going out to get a new drain cock to replace the bad one on my compressor, and then the die grinder will be used extensively!!!!

I bought my 92 in 95 and the hatch was starting to rust in a spot under the window below and up under the vinyl molding. It hadn't gone through yet. I lifted the molding in the bad area , sanded the spot and applied a couple of coats of Ospho and let it set a few days. I then cleaned off the residue and brushed on a couple of coats of red Rustoleum. That was in 1995 in the Florida Keys in the midst of the famous Keyrosion belt and it is still holding up. By the way, I went on to cut about 5 small inverted V notches along the bottom edge of that molding to let moisture out and dry air in.

Yeah, me too! 2 Festy's and 2 trucks. The Festy is way more fun to drive. Did you know a washing machine can be fit into the rear area of a Festy!? Ask about the "Rear seat fold trick!"
