    There is no code 89 or 91. Maybe it's being read wrong, or those are 3 separate numbers, or a bad computer.

      It doesn't sound like you're describing a transmission problem, unless you're saying the engine speeds up without the car speeding up. It wouldn't hurt to check the vacuum hose going to the transmission vacuum diaphram. Check the fluid level hot and color too, if you haven't. It probably needs changing as many people are bad about getting that done every 30K miles.

        If I have tomorrow off I am going to change the fuel filter. Here is that solenoid

          Very strange. Can you talk to the PO and see what he was trying to accomplish with all his little changes? Is he brilliant or goofy?

              Yeah, what I suspected. Best to return all components to stock and see what happens. Plus the various tune-up items mentioned, etc.

                Why do you have a fuel shot off solenoid , was this dual fuel ?

                read the whole thing, so he the solenoid in the vacuum to the fuel regulator ?
                What was the manual valve turning off or on ?

                He must have had some ideas he wanted to try out.

                    One thing to check is your fuel tank. Fold the back seat down, then forward. You'll see a square bump in the carpet. Under that is the fuel pump access panel. Remove the 4 screws and unplug the connector. Pull the panel back and disconnect the hoses and connectors there. Unscrew the pump (12 screws I believe) and take a look at the fuel in the tank. If it smells like turpentine, it pretty much is. That means phase separation has occurred (ethanol-laced fuel has sat for too long and is now destroying your fuel tank & pump) and you would do well to get a Harbor Freight hand siphon pump ($7) and a bucket, and remove the fuel quickly. Pour in some carb cleaner, let it sit, and then siphon that out too. Close everything up, add new fuel, CHANGE THE FILTER in the engine bay, and you might have solved more than one issue. If the fuel doesn't smell bad, you've done 2 things: Inspected the quality of your tank, and ensured that the sock (a pre-pump filter) isn't bad.

                      before the on/off i valve was between the fuel filter and the fuel rail ( why i dont know), today i checked and the fuel tank was fine, i replaced the fuel filter ( he had it in backwards, still ran odd, i tried to replace the regulator and nothing changed the one i put on looked new,i put the on/off valve on the fuel line coming out of the regulator and turned it off, and it solved the issue, still lags around 55mph, but ive never driven a auto b3 before so im not sure what " normal" feels like.

                        Bad regulator? Closing off flow after the regulator will jack the rail pressure way up. Maybe the regulator is allowing too much flow past. Or the pump is weak.

                          i tried to open it up slightly and after 45 it takes alot longer to get up to speed.

                            I can't believe it's not common practice but a vacuum gauge tells alot. My aspire 5 speed runs at 65 with 10 inches of vacuum. Closer to 16 with wind at the back, 5 with a strong head wind. I'd suspect the auto would see the lower end of that scale, but the gearing would have your engine running faster than mine

                                Pull those codes. I was thinking regulator too he said he is getting black smoke (rich condition) with the regulator line pinched.
