When I say new I mean I swapped it since I bought the car and I've tested it since I've had the problem

Check to see if you installed the fuel filter correctly and by that there should be an arrow on it showing which direction the flow goes could be you installed it wrong just a thought.

Oops :p i thought you had said that but when i skimmed back through what you said again i missed it.
Kinda beatin a dead horse but maybe some junk got loose in your tank and also plugged your new filter? Did you install it after the problem had already started or before when you did the trans?
Your car will let you know if you hook the wires up wrong :p lol. I did that once, it sure was loud! Thought i wrecked my motor. You didnt put diesel or an old gerry can of gas in it? lol.
Other than that unless you have a vaccume leak or something plugged in your carb i dont know.

I installed the fuel filter after all the problem started it was very bad fuel filter it seemed to help a hair and then it got worse and now I can barely drive the car out of my driveway

One issue I have had with carbed Festivas is there is a deceleration/shut-off valve built in the carburetor, sometimes it will stick. The car will idle fine but has zero power when you start to give it gas and go.
I have a small brass hammer that I gently tap the carb with in a couple of different places and that is usually enough to free it.
I'm not sure if this is the issue you are having, but I've run into this on two different Festivas.

If the choke linkage sticks or the choke does not open all the way it will lock out the 2nd barrel. You will lose 1/2 your power.

The second barrel doesnt open at all. The only way for it to work is to rev the car into the red ?

Is my linkage messed up ? This carb is the most rediclous thing ive ever seen its got like 400 hoses uploadfromtaptalk1444330221443.jpg

Possible bad ignition control module? Also check for leaking diaphragm in vacuum advance. Both things will make them run like doody. You can get a carb rebuild kit and either rebuild it or just install the accelerator pump. Don't even need to remove the carb for that.

Yeah, lots of hoses..that cheap electrical tape makes you wonder what is powering the choke?

Tape looks shitty cause i took it loose to make sure i had a good splice from PO. Got a carb rebuild kit on the way. Hopefully that helps

Went through the carb and cant find anything wrong with it to think rebuilding it is gonna fix anything.

The front barrel doesnt do anything is the problem bit i cant find any diagrhams of a carb to see why
