That seems to be it. Somehow they got tighter with age? I don't understand that, but I didn't touch the intake side, and yet it was too tight.

Look into the intake valve on that cyl that is low

I think its to tight keeping it slightly open.

Good catch! I was leaning toward vacuum leak possibly at the intake manifold until I saw those compression readings, and just as my head started buzzing with ideas I saw your post.

I still don't understand how they got tighter. Did the valve seats get beaten down into the head more? Or maybe the valve stems stretched? That's the only thing I can think of, but I've never heard of that. I didn't even grind the intake side valves. Didn't touch them at all.
