Does the [plastic], B3 timing belt cover fit the B-8? Both sohc. Buying new seems to be in $75.00 range...

I'm not sure but I do know they are 2 pieces, an upper and lower. I am pretty sure I have a new upper for a b3 that I can sell you for less than 75$ though.

People have reported running without the covers with no problems. Other belts, alternator and AC, run uncovered in the same area.
Yes this is true but down at the bottom where the gear is there is a lip. Crud can get stuck inside if you don't clean it out from time to time. that can damage the belt much faster. Nicking an accessory belt from road debris and it failing is not the same pain in the butt as losing your timing belt.
That being said I don't have covers and I'm going to drive the car. if I owned them I would put them on.
Here is a visual example from my b8-me. Notice that I broke off bolts in that damn gear because I took too long to put it together and bottomed out incorrect longer ones.
