The tires on the back are brand new, along with the bearings and shoes. Its not loosened up at all, if anything its gotten worse.

Common festiva problem for replacement shoes or cylinders to make things not fit the old drums. Plenty of us have sanded down shoes to fit.
Make sure the automatic adjusters are well lubed and move freely, if they get stiff they can not let the brakes let off
