You need to attack this from 3 angles.
First you need to stop vibration or resonating. This is done with cld tiles " foil backed butyl" in your favorite flavor.
This step is the most over done it only needs to be 20% coverage any more than that and your wasiting your money but the company that sells this stuff won't tell you that. Butyl is only good at the one job .
Next is blocking out sound this is done with mass .
Mass load vynal. Its the stuff used in theaters in the walls .the heavier the better most is 1 pound per square foot but there some out there close to 2 psf .
Next is sound absorption this is done with closed cell foam and 3M acoustimat
It looks like pillow fluff and can only be used is places with lots of room like quarters and sometimes above the headliner . The closed cell foam is thin and can be layed over the mlv and cld tiles
