Cars are becoming too easy to drive, so people are doing more, and more things behind the wheel than they should be.
Even when there are laws in place for it, cops are never around to see it, and if they are, they usually don't give it a second thought unless they are weaving or doing something wreckless, because that just means more paperwork for them. From what I heard, for simple speeding tickets, a cop has to do about a half-hours worth of paperwork at least.
I guarantee there would be far fewer people on cell phones, doing their make-up, eating, etc, if they had to drive a manual. Which of course requires both hands at all times, unless you are on the highway, but at those speeds you should be using both hands on the steering wheel anyway. Of course you would still have the few people that would still try, and attempt it.
