Setting timing is a complete series of things that need to be done correctly.
You need to remove that timing belt cover and recheck that timing, the one that involves the belt you removed and replaced. Place the bottom pully right on the "T" mark then You only need remove the top portion of the cover to check the top two marks. Once you confirm everything there is correct, then move on to checking the spark plug wires. Make sure they're in their correct spots. To me, getting them in the wrong locations, is like putting your shoes on the wrong feet...but guys on this and the aspire forum do it EVERY DAY! What's up with that? Then of course, warm the car up completely making sure any and all accessories are turn off. Radio, heater, air, rear window defog, amps, etc.
Only once the car is fully warmed up, turn it off, place the ground in/on the sti, only then check the timing from spark plug #1 making sure the idle speed is at factory specs as stated on the lable attached to the hood of your car. Once you set the timing, it can change the idle speed, conversly, once you change the idle, the timing can change slightly as well. Both need to be checked repeatedly against each other until they are in concert with each other.
Get these right and your car will run like, well, the one you see in that picture over there on the left. Precision is for winners, just guessing is for whiners! Good luck

I have replaced my timing belt and it is lined up correctly.
I just adjusted my timing. I used the second notch on the pulley- the one marked for ignition timing in the picture.
I could not get it to line up with the 10btdc on the scale but it will line up perfectly with.the small tab just like in the picture. My car has plenty of power and runs great however the exhaust still smells rich. I jave changed the coolant temp sensor to make sure the computer is getting a good reading. The o2 sensor was replaced a few months ago with a Denso unit. The spark plugs, wires and rotor were replaced as well.
I think that either my car is running rich or not burning all of the gas in the cylinders. It runs fine but unburned gas isn't very efficient so i would like tk try to fix this.
The coil is original to the car and has 68000 miles. The fuel injectors came on the engine which has 185k or so.
Would old injectors dump too much fuel? Or would an incorrect spark plug.not fully combust the fuel.
Yes, junk injectors can cause problems...can be stuck open. Consider that the fuel pressure reg may be ruptured. This would allow raw gasoline to be sucked directly into the intake manifold by way of the fpr's vacuum tube. You can check this by disconnecting the tube at the manifold, blocking the manifol port you just removed it from, and observe whether or not gas is coming out the tube from the fpr...nothing should be coming out of that tube.

I put a white mark on the drive pulley, sometimes they're already marked, and use a stop watch to count how many times it goes around in 6 or 10 sec. Then multiply accordingly to get RPM!
But, as iceracerdude said, a tach works too!
