I finally solved my headlight problems. After comprehensive testing and analysis, the problem was inside the wiring going to both headlights where the splices are immediately behind the driver's headlight. The problem went away when I grabbed the wire and lifted it up a little. Electrical tape now holds it in shape. Old 89 wire harness with no headlamp relay.
I will take the Festiva off the blocks tomorrow morning. Bravekozak's day off.
