^^Vacuum leak would be something i would check for, mainly since the engine was changed, maybe a missed vacuum line etc. maybe its just something simple like that

one would think that an open vac line would create a high idle situation (small vac leak after the TB).Trees aren't kind to me...

^^still could create an idle issue either way........ when i first fired up my V6, i had major vacuum leaks (which i was aware of, just wanted to hear it fire lol) and the idle was up and down and wouldn't idle at all

ok, was just typing and errased everything because i just remembered we're talking about a 97 aspire which has a crank position sensor!!!!
check the sensor gap and make sure the pick-up isn't covered in debris.....!!!!!Trees aren't kind to me...

I was just thinking vac leak because I changed a head gasket on a Cavalier and cracked the EGR tube which fed into the intake after the TB and it had a surging idle with no load in park but when in drive there was no surging just a tad higher idle speed.

Okay crank position sensor is a possibility . The old engine didn't even have one but the new engine did and the car is wired for one . The old engine had the same issue , I'm not sure how it even ran . It was a junk yard install . Even thou it didnt have it before and could be out of adj now so that might be it ..
