That is okay at the injector under those conditions. If you measure from battery ground to the connector you will get a reading probably a little less than battery but close.

Did you unplug the fuel pump and check voltage at the connector again?

Okay i checked the voltage at the wire harness to the fuel pump. It fluctuates 0-1.3 volts

Is that while cranking? Did you determine if you had 12 volts on the yellow/black to ground at the injectors?

I threw the positive lead onto a yellow/black pin on the fuel injector harness and then the negative lead to the battery negative post. With key on i got .37 volts, while cranking i got a quick spike to .45 then back to.37.

Make sure the "engine" fuse is good under the dash and the EGI fusible link has power on both sides.

Dale you nailed it. I initially did check all the fuses and before the engine fuse was blown. I guess through the process of checking and installing everything the engine fuse must have blown again. So I replaced it again and after two cranks she started and went to a slow idle.

                    Thanks Dale for your help

Now I just need to burn out the bad gas in the system up.

                    Thanks again
