This is what I did to stripe my bumpers. 1st, spray the bumper with a couple of good coats of black bumper coating & let dry thoroughly (several days). Then use low strength painter's tape & mask off above & below the stripe 1 to 2 tape widths. Then tape down an adequate amount of paper to protect the car from overspray. I used newsprint, but I've been told that's the #1 Cardinal Sin of Spray Painting. To spray the red stripe I just used a good paint suitable for plastic.
