I think it does somewhat give the desired effect, by making it look like you are zoomed WAY in on an object. Like Pyro said, looks like someone photographing little models on a train set or something
I used to watch it just for the opening scene. All those little model streets and houses and the toy cars! I was a Hotwheels fanatic and would stare at the TV trying to figure out what all the cars were.
